As many as 30 to 40 per cent slots in the Tatkal application category remain unutilised at the Pune Regional Passport Office (RPO) every day, according to RPO officials. The decreasing demand for passports under Tatkal quota can be attributed to the fact that the procurement process for the document under normal quota has become less cumbersome, with procedural formalities becoming seamless and several Post Office Passport Seva Kendras (POPSK) functioning across Pune region. Of the 200 tatkal applications slots that are released every day, on an average, as many as 60 to 80 remain unused.
Until five to six years ago, the Tatkal quota for passports, much like the one for railway tickets, used to get booked within minutes of opening. Many local residents used to apply for passports under the quota as the process for procuring a passport through the normal quota took a long time and applicants often had to wait for a month, or even 45 days, to get an appointment at the Passport Seva Kendra.
Between 2013 and 2018, the daily slots for normal quota applications have increased from 1,000 to 2,210 per day, and now it takes one to four days to secure an appointment at the passport office. 'Many times, under the normal quota, people can get an appointment for the next day… why will they shell out more money to get a slot under Tatkal,' said Anant Takwale, regional passport officer of Pune.
Currently, the Pune RPO has 1,250 normal quota application slots per day, the Passport Seva Laghu Kendra in Solapur has about 160 and the 11 POPSKs across the region collectively have 800 slots.
'The POPSKs have helped us a great deal, even though the jurisdiction of Pune Region has almost doubled, with six districts from Marathwada getting attached in November last year. Considering that we are now serving a huge area, the waiting period should have gone up, but due to the POPSKs, we have managed to fulfil the demands of the residents of interior districts by opening processing units in their own vicinity through POPSKs. This has also proved convenient for them as they do not have to travel all the way to Pune,' said Takwale.
Pune Region serves a total of 12 districts from western Maharashtra and Marathwada. It initially had a jurisdiction over six districts in western Maharashtra — Pune, Ahmednagar, Solapur, Satara, Sangli and Kolhapur. In November 2017, six additional districts — Latur, Osmanabad, Nanded, Parbhani, Jalna and Beed — were added to the Pune RPO's jurisdiction. Earlier, Latur, Osmanabad, Nanded and Parbhani were under the jurisdiction of Nagpur RPO while Jalna and Beed were under the jurisdiction of Mumbai RPO.

In addition to the additional slots given to regular passport applicants, the DFA also announced that their DFA employees' courtesy or express lane privilege will be restricted to their immediate family members only. These include the DFA employee's spouse, children, parents, siblings, grandparents, grandchildren, and parents-in-law.
As Mr. Abejuella further said, 'We all need to make changes for everybody's sake. We really want to give back the courtesy lane to those who are entitled to it.' These include the following individuals:
- senior citizens
- persons with disabilities
- pregnant women
- solo parents
- children 7 years old and below
- overseas Filipino workers
OFW passport applicants who are working abroad for the first time will benefit from this because they will also be given the privilege to use the courtesy lane.
'Our policy now is that no OFW should be left without a job just because he couldn't get a passport,' he added.
Because of these reforms, an additional 94,350 slots from July to August and 86,889 in September have been opened to the Filipino public who are setting passport appointments.
How to Schedule Passport Appointment with the DFA
Applicants who want to apply for a new passport or renew their passport must schedule an appointment with the DFA.

Remember, the appointment and scheduling system allocates slots on a first come, first served basis and only limited slots are available per site. If there's no available slot on your chosen site, you may try other sites to see if they have available slots on your preferred schedule.
